PURPOSE OF THE POSITION

Sub-optimal routine vaccination coverage and continuing disease outbreaks in countries in the WHO European Region demonstrate a need for community insights to understand barriers and drivers to vaccination and for effective community and social interventions to increase vaccination uptake.

To support Member States gain community insights, develop strategies for social interventions, close immunization gaps and equitably extend the benefits of vaccination, WHO Regional Office for Europe (WHO/Europe) in 2013 developed the TIP (Tailoring Immunization Programmes) behavioural insights tool and approach.

The TIP approach was used by Member States for pilot projects during 2014-2016 and evaluated in 2016 by an external evaluation committee. Building on lessons learned from the application of TIP, a range of Member States are now seeking WHO support to apply the same approach to reach sub-optimally vaccinated population groups.

WHO is seeking consultants to support Member States in applying the TIP methodology; conducting social science research to gain community insights; and developing tailored strategies for social and community interventions to increase vaccination uptake.
